The misunderstanding about Telecare
(Prof. Heinz Wolff) 

Professor Wolff will explain how telecare should be looked at holistically in terms of providing a care system combined with an enhancement of the quality of life of the citizen. He believes that this requires a change of culture in the community of care and service providers.

Professor Wolff will discuss the following points of view:

  • telecare is not equivalent to telemonitoring;
  • telecare is not restricted to the transmission of small amounts of data to a distant location, for rescue or other action to be taken;
  • vulnerable people who require Telecare are likely to require a whole spectrum of assistance, such as access to a variety of services like shopping, banking, communication with neighbours and relations, management of medicines, education about their condition, home security, personal alarms and physiological monitoring;
  • telecare should ideally have a single familiar interface, by means of which the patient receives services which are life enhancing as well as improving safety and giving feedback to the care services; and
  • telecare is not primarily a technological problem, but requires a substantial change in the culture of the external services for its economic and humane potential to be realisable.
